Yes, Depending on what college you are under, you may have to petition (and with Business, you will have to apply as a sophomore or junior to get accepted into that major) but it is definitely possible!

There are no certain extra curricular activities that will put you at more of an advantage than others. What is important is commitment, leadership positions, distinctions, and so on. UCB does not have a criminal justice or pre-law major. There is a legal studies major, but if you are planning to go into any law school, then they actually advise that you do not take legal studies and instead broaden your scope by taking another major--writing and analytically intensive in order to prepare you for LSATs.

There are no statistics on the number of extra curriculars a student has prior to admittance to the College of Engineering--the best advice to take is to do well in the related classes, and demonstrate a strong interest in the field through extra curricular activities, hobbies, clubs, and so forth that are related to engineering. - Jeremia Muhia

That would be something you would want to take up with the College of Engineering specifically. And you might want to also think not what the school can offer you, but how much you are willing to go out of your way to give yourself a competitive edge in the job market. UCB offers one of the top Engineering programs in the nation, so name-recognition alone, does a lot for students after graduation. Many are recruited during junior and senior years from job fairs, and so forth.

UC Berkeley does not offer a specific Pre-Med track, but there are fields such as Integrative Biology, Molecular Cell Biology, Chemistry, and Public Health, which allow you to take the courses need to apply to any medical school. (I used to work in the Office of Undergraduate Admissions.)
